Mr Wran said he believed this was an opening up of the Labor Party to greater memberparticipation.

But that participation was unlikely to create the same problems as the Australian Democratswere now experiencing.

"One of the issues ... which was frequently mentioned to us was the evil of branchstacking," he said.

"The wider the membership and the more involved the membership in policy making, inthe administration of the party through the national conference, through having accessto the policy committees and in terms of their actual numbers, then the less likelihoodthere is for any group or groups to form cast iron factions which dominate the activitiesof the party."

Mr Hawke said he believed party members would accept their recommendations.

"They will act very substantially on what we have done," he said.

"They are such brilliantly thought through and articulated proposals and they are goingbefore such an intelligent group of people so brilliantly led by Mr Crean that I havetotal confidence that they will be very substantially implemented."

Mr Crean was also confident the party would take up the recommendations.

"I am determined to get this reform package through and I will succeed," he said.
